PROPOSED PETITION TO IN STATE AN ADDITIONAL TRAINING AND RETRAINING PROTOCOL FOR ALL FLORIDA LAW ENFORCEMENT OFFICERS IN REGARDS TO LETHAL FORCE BEING UTILIZED DURING L.E.O.-CIVILIAN K9 INTERACTIONS
In regards to the requisites set forth by the Florida Department of Law Enforcement, all officers are required to undergo extensive training and retraining. In this petition, we propose to develop and instate additional training protocols and procedures to not only better the community, but to improve judgment of when lethal force should be utilized against civilian K9’s, and to improve all officer-awareness and sensitivity towards our fourth amendment right to protect our assets.
It has become glaringly epidemic across not only our state, but the entire nation, that officers are extremely rash in the decision to utilize lethal force against a civilian K9. Whether the pet be indoors, within a fenced yard, on a leash or even a stray wandering the streets, it’s quickly becoming the status quo to “shoot now, and ask questions later.” There have been over 2,500 cases within the past two years alone in which a collective of officers have had no probable cause to enter a property, no warrant to be served, no investigation needed to be conducted, or mistakenly found one another at the wrong address, and within these incidents, said officers have violated the ethical standards and procedures set forth in their training guides, also violating the technical protocols and rights that protect the themselves and us, as citizens, needlessly wounding or killing a family pet with the immediate and unjustified use of deadly force.
I, with a heavy heart, admit that my family has experienced a comparable situation to those mentioned above. As a K9 owner, I know first-hand how difficult it can be to refer to one’s pet as an asset, but under *United States law, the courts can offer some protection of justice by doing so. Therefore, throughout this proposal, civilian K9’s will be referred to as *asset(s).
This petition isn’t for justice to be served within one specific tragedy. This petition is intended to formally introduce an additional training program that is rapidly becoming necessary. This Petition is to not only protect civilian safety, but any living asset said civilian may possess. It is also intended to inspire awareness, change and a common understanding that officers need to be held accountable for their actions in a fair and just manner, even when their actions aren’t fair or just. This petition will thoroughly address any antediluvian training procedures that might be in place regarding these issues, but will have the primary focus of additional training and awareness programs being developed and set forth immediately. Through continued education about this growing epidemic, justice for the community will be self-serving and perpetuated.
