#JusticeforKingKong - Urge AVS of Nparks to Enforce Stricter Actions Against Animal Abuse

The Issue

The recent heinous and deeply distressing animal abuse case involving the Yishun community cat, King Kong, calls for immediate and decisive action from the authorities.

This beloved feline companion, known and cherished by the local residents, was subjected to unspeakable acts of cruelty, that was even condemned by Law and Home Affairs Minister K. Shanmugam. 

Unfortunately, such incidents appear to be part of a disturbing trend. A 2025 report by the Straits Times show that cases of animal abuse and neglect hits a 12-year high.

We urge AVS of NParks to take stronger enforcement actions in such cases to set a clear precedent: that cruelty to animals will not be tolerated in Singapore. This will not only deter potential offenders but also reaffirm the Government’s commitment to protecting animal welfare.

Animal cruelty is a serious offense that leaves a lasting impact not only on the animals but also on the community’s sense of safety and compassion. While the Animal and Birds Act 1965 in Singapore provides some level of protection, with penalties including fines and imprisonment, the effectiveness of these measures depends on consistent and visible enforcement.

2. Call for heightened surveillance and prevention measures in areas with repeated animal abuse i.e. Yishun. This crime against King Kong is in Yishun, a region with a record of reported animal abuse cases. In 2015, a Straits Times report shows that in Yishun, there has been 18 cases of cat abuse within a short span of 3 months, with 16 dead and 2 injured.
