

Wangwang’s Full Story Has Been Added—Please Read and Share Again
Thank you for signing the petition for Wangwang and her puppies.
Since this petition was first published, I have learned much more about who Wangwang was, the life she lived and why her story has affected so many people. I have now substantially revised the petition to tell her story more fully and to explain why her death reflects a much larger animal-protection crisis.
Wangwang was not simply an anonymous stray dog.
She was a young, strong, gentle and affectionate mother who lived without a permanent home or legal guardian in Jieyang, Guangdong. Local photographs, video clips and accounts showed her playing with villagers, trusting people and showing extraordinary devotion to her puppies.
According to local accounts, Wangwang had two puppies in an earlier litter. After one was adopted, she found his new home and continued visiting him. Another puppy was initially adopted, but Wangwang reportedly brought him back and hid him near the place where she lived. That puppy later died.
When Wangwang later had three newborn puppies, she again devoted herself completely to protecting them.
According to numerous people who watched the circulating footage, Wangwang was young and physically capable of running away during the attack. But she did not leave her puppies. She repeatedly tried to return to them and appeared to plead with the attackers to stop hurting them.
Even after suffering devastating injuries, she reportedly struggled back toward her babies and licked them.
She had no home, no owner and no one legally required to protect her. Yet she gave her puppies every protection she could.
The revised petition also explains that Wangwang’s story is only one example of the dangers faced by countless stray and companion animals in China. Without comprehensive anti-cruelty legislation, animals remain vulnerable to deliberate torture, poisoning, theft, abandonment, online abuse content and cruel killing, while legal remedies and accountability remain extremely limited.
The petition now calls for:
Enforceable national animal-cruelty legislation;
Transparent investigation of the Wangwang case;
Psychological assessment and rehabilitation when minors commit extreme animal cruelty;
Appropriate guardian and parental responsibility;
Prohibition of filmed and monetized animal-torture content; and
Humane protection and management of stray animals.
This campaign does not call for violence, harassment or revenge against children. It calls for lawful accountability, serious early intervention, responsible guardianship and lasting legal reform.

据当地人讲述,旺旺第一胎生下了两只幼犬。其中一只被领养后,她找到了孩子的新家,并继续前去探望。另一只也曾被领养,但旺旺又把他带回自己栖身的地方,藏在身边。那只幼犬后来不幸死亡。
当旺旺后来再次生下三只幼犬时,她仍然把自己的一切都用来保护孩子。
据许多看过流传视频的人描述,旺旺年轻而强壮,在遭受攻击时或许曾有机会逃跑。
可是,她没有抛下自己的孩子。
她一次次试图回到幼犬身边,并仿佛在哀求施暴者停止伤害它们。
即使遭受了毁灭性的伤害,她仍然挣扎着爬回孩子身边,舔舐它们。
她没有家,没有主人,也没有任何依法必须保护她的人。可是,她却尽自己所能,把所有保护都给了自己的孩子。
修改后的请愿书也进一步说明,旺旺的悲剧并不是孤立事件。它只是无数流浪动物和伴侣动物所面临危险的一个缩影。
在缺乏全面反虐待动物法律的情况下,动物仍可能遭受故意虐待、毒杀、偷盗、遗弃、网络虐待内容交易和残忍杀害,而受害动物及救助者能够获得的法律救济仍然十分有限。
更新后的请愿书呼吁:
制定全国性、可执行的反虐待动物法律;
对旺旺事件进行公开透明的调查;
对实施极端虐待行为的未成年人进行专业心理评估、行为矫正和康复教育;
建立适当的父母和监护人责任;
禁止拍摄、出售和付费定制动物虐待内容;
以人道方式保护和管理流浪动物。
本请愿书不主张对未成年人进行暴力、骚扰或报复。
我们呼吁的是依法问责、严肃的早期干预、负责任的家庭监护,以及能够带来长久改变的法律改革。
