Demand stronger animal-protection laws and accountability for extreme cruelty in China
On June 28, 2026, a stray mother dog known as Wang Wang (旺旺) and her three young puppies were subjected to a horrific act of violence in Jieyang, Guangdong, China.
According to reports and footage that circulated online, four minors attacked Wang Wang and her puppies. The puppies were killed, and Wang Wang was severely beaten and ultimately set on fire. The incident was filmed and subsequently circulated online, provoking outrage in China and around the world.
Wang Wang was a mother protecting her babies. She could not speak for herself. She could not ask for help. She could not understand why the people around her were hurting her and her puppies. But we can speak for her now. We cannot allow Wang Wang's death to become just another horrific video that people watch, share and eventually forget.
This petition is about changing the system so that extreme animal cruelty is taken seriously and animals have meaningful legal protection.
Reports indicate that the four individuals involved were under China's age of criminal responsibility and were sent to specialised education rather than facing criminal charges. China also does not currently have a comprehensive nationwide law specifically prohibiting animal cruelty comparable to dedicated animal-protection laws in many other jurisdictions. Whatever someone's age, an act of extreme violence against a helpless animal should trigger a serious, transparent and proportionate response.
We are calling for:
1. A comprehensive national animal-protection and anti-cruelty law
China should establish clear nationwide legal protections against intentional and severe cruelty, torture and killing of animals. The law should provide clear definitions, reporting mechanisms, investigation procedures and proportionate penalties.
2. Meaningful accountability when minors commit extreme animal cruelty
Children and teenagers who commit serious acts of cruelty should receive appropriate intervention rather than simply being allowed to move on without meaningful consequences. This should include professional psychological assessment where appropriate, humane education programmes, guardian involvement, supervision and other proportionate measures designed to prevent repeat cruelty.
3. Transparency regarding the Wang Wang case
We call on the relevant authorities to provide appropriate public information about the measures taken following the incident, including education, supervision and other interventions. The public deserves to know that this case has not simply been closed and forgotten.
4. Action against the filming and distribution of animal-torture material
The recording and online circulation of extreme animal cruelty can amplify harm and potentially encourage further abuse. Authorities and online platforms should investigate the circumstances surrounding the creation and distribution of such material and take appropriate measures to prevent the continued spread of graphic animal-abuse content.
5. Stronger protection for stray and companion animals
Stray animals are among the most vulnerable members of our communities. They cannot report abuse. They have no legal representation of their own. Their vulnerability should never make them an easy target.
We call for stronger systems for reporting cruelty, humane animal management, public education and prevention.
Wang Wang must not die for nothing.
Wang Wang was not just a video.
She was a living being.
She was a mother.
She had three babies depending on her.
Her final moments should not be remembered only for the cruelty inflicted upon her. They should become a reason for governments, lawmakers, communities and animal-welfare organisations to demand something better.
A country should have mechanisms to protect animals from deliberate cruelty.
Children should be taught compassion and responsibility toward animals.
Extreme cruelty should never be treated as something that society simply watches and moves on from.
We are asking the relevant Chinese authorities, lawmakers, local officials, educational institutions, online platforms and animal-welfare organisations to listen to the international public and turn the outrage surrounding Wang Wang's death into meaningful, lasting reform.
