Who is Ulugbek Shadmanov?

Ulugbek Mirrustamovich Shadmanov, born on September 6, 1985, in Tashkent, Uzbekistan, is a visionary entrepreneur and humanitarian. He is an Uzbekistani businessman who employs 7000 people as part of United Cement Group.

He actively supports Ukraine, planning rebuilding efforts there and is a reformist, believing in an honest Uzbekistan with no corruption, bribery or embezzlement.  He has been living in Dubai for many years, believing he is safe there from his politically-powerful enemies who want to steal his assets and destroy his liberal outlook.

Beyond his professional success, Mr. Shadmanov is a devoted family man who lives with his wife and three children in Tashkent. Fluent in Uzbek, Russian, and English, he is known for his integrity and clean legal record.

What Happened? 

On December 10, 2024, Mr. Shadmanov was detained by UAE authorities under unclear circumstances and later illegally extradited to Uzbekistan on January 5, 2025. He was not granted a trial.

His arrest appears to be politically motivated, targeting him as an independent entrepreneur whose success challenges entrenched interests. Reports suggest that fabricated charges have been brought against him to confiscate his assets and silence him.

Mr. Shadmanov now faces grave risks of torture and abuse in detention—a well-documented issue in Uzbekistan’s judicial system. The country’s history of using torture to extract forced confessions and its lack of judicial transparency raise serious concerns about his safety and access to justice.

These actions violate international human rights treaties such as:

• The International Covenant on Civil and Political Rights (ICCPR), which guarantees protection from arbitrary detention and ensures fair trials.
• The Convention Against Torture, which prohibits torture and ensures accountability.

Mr. Shadmanov’s imprisonment also undermines President Mirziyoyev’s stated commitment to reforming Uzbekistan’s human rights record and fostering a more transparent business environment.

Our Demands:
We call on the Government of Uzbekistan to:

• Immediately release Mr. Ulugbek Shadmanov unless credible evidence is presented against him in a fair trial.
• Guarantee his safety while in custody by allowing access to independent legal representation and international monitors.
• Cease using politically motivated charges as a tool for suppressing independent entrepreneurs or confiscating assets.
• Uphold its commitments to human rights reforms by ensuring due process for all detainees.

We also urge international organizations such as the United Nations and the European Union to:

• Monitor Mr. Shadmanov’s case closely to ensure compliance with international human rights standards.
• Advocate for his immediate release and protection from further harm.
• Hold Uzbekistan accountable for any violations of its international obligations.
