Despite laws that are meant to protect these voiceless beings, the same pattern repeats itself: negligence, weak enforcement, and a devastating lack of accountability from those in positions of power. This petition is not just a plea—it is a call to action for everyone who believes animals deserve justice.
Although our country has laws intended to safeguard animals, they consistently fall short in practice. Underfunded enforcement agencies, minimal resources, and alarmingly low penalties mean that animal abuse is rarely treated with the seriousness it demands. Too often, authorities dismiss these cases as minor issues, allowing them to be buried, ignored, or abandoned—while abusers walk free. This failure of the system cannot continue.
The statistics expose a disturbing reality. Reports from recognised animal welfare organisations and justice departments show that more than 60% of reported animal abuse cases never result in a conviction. Even more concerning, research cited by leading animal advocacy groups indicates that up to 70% of animal abusers are repeat offenders, taking advantage of weak penalties and poor enforcement. These figures highlight a system that is failing animals at every level.
The changes we demand are clear, achievable, and long overdue:
Increased funding for animal protection and enforcement agencies, allowing them to hire specialised officers, improve training, and properly investigate and prosecute animal cruelty cases
Stricter penalties for animal abuse, including meaningful fines, longer sentences, and lifetime bans on animal ownership for serious offenders. Punishment must be strong enough to deter cruelty—not enable it.
Greater public awareness and education, paired with safer, more accessible reporting systems. Communities that understand animal welfare and feel empowered to report abuse see faster intervention and fewer repeat offenses.
