“City staff are working with wildlife experts and provincial authorities to assess all options, including relocation and lethal removal, in addition to continuing aversion, education and monitoring efforts.  The Ministry of Northern Development, Mines, Natural Resources and Forestry, Coyote Watch Canada, Toronto Wildlife Centre, and the Toronto Zoo all do not
recommend relocation at this time.”.   This is taken from the newest document.  https://www.toronto.ca/wp-content/uploads/2025/02/95c8-Community-Guide-Coyotes-in-Downtown-Toronto.pdf

In response to my comments about Quebec, this is only in reference to certain municipalities.  Quebec absolutely does allow leghold traps and body gripping traps, including body grippers with teeth (toothed traps are illegal in Ontario).

And, relocating IS allowed with permission from the Province of Ontario.  Bears can be relocated.  A deer was relocated from downtown Toronto about 15 years ago. Relocation may make sense in some cases, if humane capture is used.  (And, it is definitely possible to unofficially relocate a coyote by bringing them to a rehabilitation sanctuary that can keep them indefinitely.  No permit needed to bring to a rehabilitation centre, and no deadline on how long they can stay there).

According to the Coyote Response Strategy, removal means asking the police to shoot the coyote.  Police are not required to shoot any animal.  Using police as exterminators is cruel to both the animal and the police.

Humane organizations do not condone killing coyotes.  They recognize that this is legal, but they do not condone it.  Coyote Watch Canada says that a response strategy can have shooting or leghold trapping as a last resort for human safety, but they don’t condone it and they state it is inhumane.  (What is incorrect is that cage trapping does not work.   Coyotes are neophobic, but if a cage is placed for a while in the same place unset, the coyotes get used to it so they can be safely caught.  Also, tranquilizer CAN work, because an animal can be tracked using a drone after darting them.  Common sense says if they can be shot, they can be darted.)

Please do not suggest that killing coyotes is recommended by any animal welfare organization.  It’s not.  Killing coyotes is promoted by trappers.

Please stick to non lethal options only, even for human safety.
