Justice for Teddy: Punish The Killers of An Innocent Community Dog & Amend The PCA Act

The Issue

Teddy was a community dog from Jhandi Chour East, Kotdwara, Uttarakhand, India.

He was known. He was loved. He trusted the people and the neighbourhood he called home.

Then one day, Teddy disappeared. For two days, the people who cared for him searched for him. When Teddy was finally found, he was lying dead under a tree in a field.

What happened to him was not an accident. It was an act of unimaginable cruelty. According to accounts of the incident, Teddy was brutally beaten, stabbed in the back with an iron rod, left injured, and later strangled with a rope around his neck.

A defenceless dog who could neither understand why he was being hurt nor ask anyone for help was made to suffer before his life was taken from him.

Teddy did not deserve to die this way. No animal does. And yet, Teddy is not the first animal in India to suffer such cruelty.

That is why this petition is not only about what happened to Teddy. It is about what happens after Teddy.

If someone can inflict this level of violence on a community animal, what stops it from happening to another dog tomorrow? India's primary animal cruelty law, the Prevention of Cruelty to Animals Act, 1960, is more than six decades old. The need to strengthen its penalties has been acknowledged for years. Yet animals continue to suffer horrific cruelty while meaningful reform remains urgently needed.

We demand:

1. Justice for Teddy: A thorough and time-bound investigation into his killing and strict legal action against every person responsible.

2. Amendment of the Prevention of Cruelty to Animals Act, 1960: Stronger and meaningful punishments for animal cruelty that reflect the seriousness of these crimes and act as a real deterrent.

3. Protection for India's community animals: Serious investigation and enforcement when animals are abused, tortured or killed.

Teddy cannot tell us what he went through that night.

But we can make sure what happened to him is not forgotten.

Every signature is a demand for justice for Teddy, and a demand for a country where another animal does not have to suffer the same fate before our laws finally change.
