

Justice for Survivors: Hold Gallaudet University Accountable for Decadesof Sexual Violence
The Issue
To: U.S. Senators, the Gallaudet University Board of Trustees, and the Department of Education
We, the undersigned, call for full accountability and reparations for survivors of sexual violence at Gallaudet University. For decades, members of Kappa Gamma and PKZ have engaged in deeply harmful practices, including the use of Nazi salutes and KKK hooded robes, as documented in photographs. These actions reflect a long history of abuse and discrimination that must be confronted and addressed without delay.




Survivors have come forward with accounts of sexual violence at Gallaudet dating back to the 1960s. These stories reveal a pattern of abuse and institutional neglect that has persisted for decades.
Fraternities and sororities—including Kappa Gamma (KG) and PKZ—have long been criticized for fostering environments of secrecy, exclusion, and misconduct. Survivors report that these organizations created a culture where sexual violence was tolerated, minimized, or enabled. Despite safety measures and Title IX policies, Gallaudet was ranked the most dangerous college campus in the United States in 2024, with over 1,100 reported incidents per 1,000 students.
This is not just about individual acts of violence—it is about systemic failure and a campus culture that allow harm to continue.
Our Demands
We demand that Gallaudet University and federal oversight bodies take the following actions:
Acknowledgment and Apology
Publicly recognize the history of sexual violence at Gallaudet, including the role of fraternities and sororities in enabling unsafe environments.
Issue a formal apology to survivors, past and present.
Independent Investigation
Commission a third-party investigation into Gallaudet’s handling of sexual misconduct cases since the 1960s.
Review the role of KG, PKZ, and other Greek organizations in perpetuating harm.
Reparations for Survivors
Establish a survivor reparations fund to provide financial compensation.
Guarantee access to trauma-informed counseling, medical care, and long-term support.
Transparent Reporting and Oversight
Require annual public reports on campus safety and misconduct cases.
Implement third-party oversight to ensure accountability.
Policy Reform and Survivor-Centered Practices
Strengthen protections for Deaf and disabled students.
Train staff and faculty in trauma-informed, culturally competent responses.
Ensure survivors are never silenced or retaliated against for speaking out.
