Snow White, a young dog with all four legs amputated, was abandoned and is now being threatened with forced return to her previous owner. We demand an investigation and protection for her safety and dignity.

To the Prosecutor General of the Republic of Korea and Relevant Government Officials,

I write to you with deep sorrow and urgent concern over the case of a young white dog named Baekseol (meaning “Snow White”), who was found crawling in the middle of a field, with all four of her legs amputated.

She is only about one year old. Thanks to the rescue efforts of the animal rights organization CARE (Coexistence of Animal Rights on Earth), Baekseol is now in temporary foster care. However, her safety remains at risk as her former owner is demanding her return and threatening legal action against those who have stepped in to protect her.

This situation is deeply disturbing:

- No clear explanation has been provided for how Baekseol lost all four legs.
- Her former guardian previously entrusted her to someone known for dog meat trafficking, and abandoned her in a field with no fence, no shelter, and no ID.
- After formally transferring ownership to CARE, the owner reversed their decision just days later, claiming she belonged to his wife and is now pressuring CARE and the foster guardian for her return.
- The previous owner claimed Baekseol was seen by a veterinarian, but the hospital confirmed they had never treated her.
Baekseol has suffered unimaginable trauma. She must not be returned to an environment where her safety cannot be guaranteed. Her case deserves justice — and she deserves peace.

Therefore, I call on your office and all relevant authorities to:

1. Open an Immediate Investigation into Baekseol’s Mutilation
The full amputation of all four legs is a horrifying act of violence or neglect. A thorough investigation must be launched to determine the cause and hold any responsible parties accountable under the Animal Protection Act.

2. Protect Baekseol from Being Returned to Her Former Owners
Given the history of negligence and conflicting claims, Baekseol should never be placed back in the care of individuals who failed to protect her. Her future must be secured in a safe, loving environment.

3. Strengthen Enforcement of South Korea’s Animal Cruelty Laws
Baekseol's case highlights the urgent need for stronger penalties and clearer enforcement mechanisms to prevent further abuse.

4. Support and Safeguard Animal Rescue Organizations
Groups like CARE should be legally protected from harassment and retaliatory legal threats when acting in the best interests of abused or abandoned animals.
 
Baekseol cannot speak for herself — but we can.

동물권단체 케어의 구조로 현재 백설이는 임시 보호처에서 겨우 안정을 찾아가고 있지만, 그녀의 미래는 여전히 불안정하며, 심각한 위험에 노출되어 있습니다. 그녀의 전 소유자가 소유권을 다시 요구하며, 구조 단체와 임시 보호자를 상대로 법적 조치를 예고하고 있기 때문입니다.

이 사건은 다음과 같은 이유로 즉각적이고 철저한 대응이 필요합니다.

- 백설이의 네 다리가 모두 절단된 경위는 아직까지 전혀 설명되지 않았으며, 매우 의심스러운 상황입니다.
- 정당한 의료적 설명 없이 네 다리 모두 절단된 상태로 발견되었습니다.
전 소유자는 개를 사고파는 사람에게 백설이를 맡긴 이력이 있으며, 울타리, 이름표하나 없이 백설이를 밭 한가운데 놓고 방치했습니다.
- 이후 CARE에 공식적으로 소유권을 양도한 지 불과 3일 만에, ‘아내의 개’라며 말을 바꾸고, 임시 보호 협의를 일방적으로 파기하고 반환을 요구하고 있습니다.
- 현재 이들은 CARE와 임시 보호자를 상대로 민·형사 소송을 제기하겠다고 협박하고 있는 것으로 알려졌습니다.
- 또한, 백설이를 병원에 데려갔다고 주장했지만, 해당 동물병원에서는 백설이를 본 적이 없다고 확인했습니다.

이처럼 충격적인 사실들에 따라, 귀 기관과 관계 당국에 다음과 같은 조치를 긴급히 취해 주실 것을 정중히 요청드립니다:

1. 백설이의 네 다리가 모두 절단된 경위에 대한 즉각적인 수사 착수
