Justice for Skylar Act: Protect Delaware’s Animals and Their Families My name is Linda Ciancaglini, and I am fighting for justice for my dog, Skylar — a gentle, loving soul who was violently attacked and left with life‑altering injuries. Skylar’s suffering exposed a painful truth: Delaware’s current laws do not do enough to protect animals or the families who love them. Skylar’s case is not an isolated incident. Too many animals are harmed, and too many families are left with trauma, medical bills. This was not an accident. These dogs were roaming freely without supervision, and the situation could have easily resulted in the death of my dog or serious harm to a person.
What makes this even more alarming is the complete lack of response from the agencies responsible for public safety.
Animal Control has taken no immediate action, despite the severity of the attack.
They informed me I must wait 30 days for a report, even though the attacking dogs were not vaccinated for rabies.
The tenant responsible for the pit bulls has refused to cooperate, provide documentation, or take accountability.
My dog Skylar has suffered catastrophic injuries, including a shattered leg that ultimately required amputation, and her medical bills have now exceeded $20,000.
This is not just about my dog — this is a community safety issue. If two unvaccinated, aggressive dogs are allowed to roam freely with no consequences, someone else’s pet, child, or elderly neighbor could be next. I am terrified to walk outside my own home.
I am asking for your help in bringing attention to this situation. The public deserves to know that dangerous, unvaccinated dogs are being allowed to remain in the community without any intervention from authorities. I believe your coverage could help prevent another tragedy and push for accountability where it is currently lacking.
