The Issue
- Kern County Animal Services is still seeking the community’s assistance in identifying an individual captured on surveillance footage placing an injured dog in a dumpster in the 3300 block of Niles Street. The incident occurred between 1:40 AM and 2:00 AM on Monday, May 5, 2025. Surveillance video shows an unidentified individual wrapping the dog in blankets before depositing her in the dumpster.
- (Penal Code § 597) Animal cruelty is a felony under California Penal Code § 597 when it involves intentional maiming, torture, or killing of an animal. Given that the dog was left to suffer for several hours.
Criminal charges filed under California Penal Code § 597 Independent necropsy report or formal explanation of why it wasn’t done Public release of the case number and investigation timeline Shelter policy review by county supervisors.
Have a specific protocol for community to report animal abuse cases.
Hire animal abuse officers to oversee animal abuse cases to help the shelter director. Too many cases for just one person. DA prosecute animal abuse cases. If the office chooses to not persue time for a change.
Now is the time to act immediately. Rusty Rose’s Case will not be forgotten until it is solved. Our officials who make decisions need to ensure that laws that protect our animals are enforced. If our elected officials continue to ignore these matters then it’s time to vote for elected officials that will.
