This petition is in honor of Quinley the Cat

Quinley was from Muscoy, California. Trappers caught, then dumped cat 4/13/2023 at Devore Shelter in San Bernardino, California. Shelter marked Quinley as RO Aggressive, a code that means Rescues Only can take this cat from shelter. Quinley's online shelter profile photos and video, clearly show a very scared but sweet cat. 

Due to shelter excuses of non stop intakes and not enough cages, shelter put Quinley on Urgent List aka euthanasia list. $330 was raised by animal activists online for Quinley's rescue and aftercare.

A Rescue from LA notified Devore Shelter, Rescue will pick up Quinley 4/26/2023. Quinley was KILLED for space, while Rescue was on way to get him. Shelter said Quinley was "accidentally euthanized" due to never receiving message "in time" that Rescue called. 

This is a tragedy that never should have happened. Quinley lost his life due to careless negligence, and a system that failed him.

                     I am authoring a bill called Quinley's Law

• Rescue must notify shelter by email/text msg/phone with animals name and intake number, to reserve animal for pickup
• Shelter must put an immediate SAFE HOLD on that animal
• Shelter must immediately remove animal from Urgent/Euth list
• Shelter must immediately update all shelter databases, and social media profiles with a SAFE HOLD notice
• Shelter must move animal into a SAFE HOLD room, ready for pickup

                   Why must Quinley's Law be passed federally in the US?

• There are traps on almost every street corner in Muscoy, CA
• Those cats cannot enjoy the Rights of Nature they are entitled to
• Cats suffer trapping injuries and shelter stress, that hurt their chances of getting out of the shelter in time
• This assists Rescues to save animals fast
• Quinley's Law provides an easy, organized solution, that will help move animals to safety, in Southern California where it is urgently needed.
