Justice for Phill: Hold Pleasant Hill Police Accountable for Water Buffalo Shooting

The Issue

This petition is calling for an independent public investigation into the events that led up to the Pleasant Hill Police shooting Phill, the young water buffalo that escaped his owner while being loaded for slaughter, with a shotgun. 

The Pleasant Hill Police Department has changed their story multiple times throughout this 5-day ordeal, first, saying that Phill was shot to keep him from running across University Avenue, then claiming that they shot him because he was being "aggressive."

There is vest-cam footage of the officer who shot Phill that was made public. In the footage, you can hear the responding officers discussing the option of killing the young water buffalo, saying that the owner said to "just put him down."

Phill was on the run for 4 days in residential neighborhoods and didn't cause any damage or hurt anyone. He clearly wasn't aggressive. This is further evidenced by the statements released by the Iowa Farm Sanctuary, the nonprofit organization given custody of Phill after he was released from the Iowa State Large Animal Hospital. In their most recent update, IFS said that, "Phill is not the aggressive animal many feared." 

Taxpayers and Phill deserve there to be some accountability by the City of Pleasant Hill and the PHPD for what happened this weekend.

We deserve transparency and answers.
