Justice for Peter Lohre: Stop the Abuse and Neglect at Rush City Correctional Facility
The Issue
Peter Lohre, a mentally ill inmate in long-term solitary confinement, has been subjected to alleged physical abuse, medical neglect, and retaliation by staff at Minnesota Correctional Facility - Rush City. He urgently needs medical care and protection. Demand an investigation, accountability, and an end to this inhumane treatment.
To: Warden Lisa Stenseth, the Department of Corrections, and Oversight Authorities
We, the undersigned, are calling for urgent action to protect Peter Lohre, a mentally ill inmate who has endured months of solitary confinement at Minnesota Correctional Facility - Rush City. On June 22, 2025, Peter was reportedly subjected to excessive force and improper use of the WRAP restraint device after an incident involving multiple inmates. Despite complying with officers’ instructions, Peter was restrained for 3 hours, during which he experienced:
- Severe pain, vomiting, and a decrease in consciousness
- Loss of feeling in his right hand and swelling in his arm
- Oxygen saturation levels reportedly in the 70s
- Denial of timely medical evaluation (X-ray was scheduled but never happened)
This is not an isolated incident. Since being placed in solitary confinement in November 2024, Peter’s mental health has deteriorated. Instead of receiving care, he has been targeted for retaliation — including shortened phone calls, confiscated drawings, and reduced out-of-cell time. These actions appear punitive and abusive.
We demand:
- Immediate review of surveillance footage from June 21–22, 2025
- Medical evaluation and treatment for Peter’s ongoing injuries
- Transparency around all medical monitoring and staff conduct
- Accountability for any staff who engaged in retaliation or abuse
- That Peter be allowed to sign a release of information so his family can be updated
- An end to his prolonged solitary confinement, and appropriate mental health treatment
