The Issue
On December 1st, 2024, 31-year-old Noe Rodriguez was shot and killed by Santa Ana Police Department (SAPD) officers Luis Casillas and Isaac Ibarra. Noe was unarmed and having a mental health crisis, but he was not threatening anyone when both officers shot at him 29 times, leaving him to bleed out in an alley in downtown Santa Ana. Officers didn’t give him medical attention for several minutes, and only did so after shooting him with a 40 millimeter projectile and handcuffing his body.
Noe was a beloved son, a beloved father of two young daughters, and a community member whose life was stolen by those sworn to protect it. He was known for his kindness and his broad smile, seen in all his family photos and videos. He loved Banda music, especially Banda Cuisillos de Arturo Macias. He always offered help to those who needed it.
Since Noe was killed, the Santa Ana Police Department has done everything in its power to protect its officers and avoid accountability. Noe's family and their lawyers have demanded a formal report from the Police Department for over six months with no response. CSO obtained extended body camera footage that revealed the officers lied about what Noe was doing before they shot him, and about how many bullets they fired.
Noe’s family has received no justice, no transparency, and no meaningful answers. What we do know is this: Officers Casillas and Ibarra used deadly force where it was not justified. And they must be held accountable—not shielded behind a badge.
This is part of a disturbing pattern in Santa Ana and across Orange County, where officers are rarely held accountable for their violence. Families like Noe’s are left to grieve while officers remain employed, armed, and free.
We demand:
Santa Ana City Council and City Manager Alvaro Nuñez to immediately fire Luis Casillas and Isaac Ibarra.
The Orange County District Attorney's Office prosecute and jail both officers for the killing of Noe Rodriguez.
