Luis Ybarra was unlawfully detained, arrested, and had his personal property seized by deputies from the Stevens County Sheriff's Office while he was on private property. Despite committing no crime, he was falsely accused of forgery and fraud due to his use of private license plates, which are not subject to statutory regulations. This baseless detention not only affected Luis but also had a profound impact on his wife and three young children, who were left stranded without transportation and subjected to unnecessary trauma.

The family's ordeal was exacerbated by prosecutorial misconduct, as the prosecuting attorney, Mr. Christiansen, has attempted to stretch statutory law beyond reasonable application to manufacture charges against Luis. Such actions undermine the principles of justice and the rule of law, jeopardizing the integrity of our legal system.

This case sets a dangerous precedent where law enforcement and prosecutors act with impunity, violating the rights of individuals and families. The specific violations include:

Violation of Fourth and Fourteenth Amendment Rights: Unlawful search and seizure of Luis's person and property without probable cause or due process.
Prosecutorial Misconduct: Attempts to manipulate statutory laws to unjustly prosecute Luis.
Unlawful Seizure of Personal Property: Confiscation of Luis's automobile, trailer, and other personal belongings without legal justification.

Independent Investigation of Law Enforcement and Prosecutorial Conduct: An independent investigation should be conducted into the actions of the deputies involved, including Deputy Michael Swim, and Prosecutor Mr. Christiansen, to determine the extent of misconduct and violations of ethical standards.
Restoration of Luis's Property and Rights: Luis's vehicle, trailer, and other personal property must be returned promptly and without penalty. Additionally, an official acknowledgment of the violations suffered by his wife and children is necessary to begin restoring trust in the justice system.
Systemic Police and Prosecutorial Reforms: Implement comprehensive training and oversight measures to ensure that law enforcement officers and prosecutors respect constitutional rights. Establish clear accountability mechanisms for misconduct to prevent future violations.
