Kentucky is hurting right now — and rightfully so.
People are asking, “How could the man who killed 6-year-old Logan Tipton be out after only 10 years of a 20-year sentence?”

The shocking answer: it was legal.

 
🧾 What Happened
Ronald Exantus was sentenced to 20 years in prison after breaking into the Tipton family’s home and stabbing Logan to death.
He was found not guilty of murder by reason of insanity, but convicted of two counts of second-degree assault and one count of fourth-degree assault.

This year, after serving roughly 10 years, Exantus was released under “mandatory reentry supervision” — a policy created by KRS 439.3406.

 
⚖️ What That Law Says
Under KRS 439.3406, if an inmate hasn’t been granted parole, the state must release them six months before their sentence ends for a short period of “supervised reentry.”
It was meant to help low-risk inmates transition back into society — not to free violent offenders early.

 
🧮 How a 20-Year Sentence Became 10
Kentucky law allows inmates to earn “good-time credits” that can cut years off their sentences for good behavior, working prison jobs, or taking classes.
Those credits reduced Exantus’s “projected completion date” from 2035 to 2026.
Once that happened, the Department of Corrections said the law required his release six months before that date — in 2025.

So while it looks like he served only half his sentence, on paper, DOC claims he had nearly finished it.

 
🚨 Why This Matters
This isn’t just one case.
It exposes a loophole in Kentucky’s justice system that allows dangerous offenders to return to society far too soon — even when parole is denied.

Laws meant for nonviolent offenders are being applied to violent cases.
And until lawmakers fix it, this will keep happening.

 
✍️ What We’re Demanding
We’re calling for KRS 439.3406 to be amended immediately so that:

Violent offenders and child killers are excluded from early release or reentry supervision;
Good-time credits for violent crimes are reduced or revoked; and
Victims’ families are notified and heard before any early release.
 
🕯️ In Logan’s Memory
Logan Tipton’s name deserves justice.
No law should ever allow a child’s killer to walk free after half his time.

NOTE: I will be updating the petition in light of all of this. It appears that the Parole Board was innocent here. It was a KRS that allowed this to happen.
