On November 10, 2011, 9 year old Julianna Marie Villa-Hopkins was killed by Cassandra Federspiel while walking with her little sister to school. The DA is refusing to prosecute based upon empathy for the driver that killed Julianna.

On November 10, 2011 My daughter Julianna Marie Villa Hopkins was walking 3 blocks from our apartment complex to her elementary school in Marysville CA.  Her little sister Isabella was with her.  Julianna had a bicycle with her and was wearing a helmet. While she was walking her bike across a 4 way intersection she was stuck by Cassandra Federspiel who was driving an SUV.  Federspiel said that glare from the sun and dirt on her windshield prevented her from seeing Julianna, her bike, and her little sister Isabella. 

Federspiels vehicle ran completely over my daughter severing her cerebral spinal cord, breaking several sections of her back, and causing blunt force trauma to her brain. Julianna was pronounced dead less than an hour after being struck and two days before her 10th birthday. 

At the time of the accident  Ms. Federspiel provided insurance information to the police. Later it was determined that the insurance information provided was not a policy belonging to Ms. Federspiel and neither herself, or her vehicle were covered by the policy.  She did not inform the police that the information she provided was not hers nor that it did not cover her vehicle.  In CA it is illegal to drive without minimun liability insurance.

No charges have been brought against Federspiel. The DA told me that "She sounded remorseful" and "beleivable" and that my daughters death was an "unfortunate accident."  

There are numerous times in life where we are accountable for our mistakes, and responsible for our accidents. Intent is not the issue here! Julianna deserved a life and she was robbed from that on Nov 10 2011, Please help me insure that she will not be robbed of her right to Justice!  Please sign and share within the U.S.  So that My daughters case can be treated fairly.  Empathy is NOT grounds for dismisal.
