In February 2004, Joy Patricia Hayward was murdered in Chester, Pennsylvania while staying at a local hotel following a serious incident involving her fiancé. More than 22 years later, her family is still waiting for answers.
Despite DNA evidence existing in this case, no arrest has ever been made.
Today, advances in forensic genealogy and DNA technology have solved hundreds of violent crimes across the United States — identifying murderers and rapists who once believed they would never be caught. Families who waited decades for justice are finally getting answers. Joy’s family deserves the same opportunity.
This petition calls on Pennsylvania Governor Josh Shapiro to support transferring the DNA evidence in Joy Hayward’s case to an independent forensic genealogy lab, such as Parabon NanoLabs in Virginia, for advanced testing and investigative review.
Joy was not the only victim connected to the violence surrounding this case. Another woman was reportedly attacked less than a mile away in the same time period. The person responsible has remained unidentified for over two decades.
While Joy’s case may not officially be labeled “cold,” to her family it has felt frozen in time. Leads have gone nowhere. Years have passed. Technology has changed. The approach to solving violent crime must change too.
Other states, including Florida and Colorado, have embraced forensic genealogy to help solve long-unsolved murders and sexual assaults. Pennsylvania should do the same.
More than 3,600 people have already signed this petition because they believe Joy matters. They believe victims deserve continued effort, continued investigation, and continued hope.
We are asking Governor Shapiro to help move this case forward by supporting modern DNA testing through an independent agency with the tools and technology capable of bringing long overdue answers.
Justice delayed should not mean justice denied.
