Hi I want to start a petition for the Governor of Pa Tom Wolf / now, Josh Shapiro to turn the dna from Joy Haywards case to Parabon Labs in VA. 

Joy was murdered February 12, 2004 in Chester PA she was staying a hotel in the area after a major incident involving her fiancé  please search crime news daily Joy Hayward on YT  

On behalf of Joy Hayward we demand justice and new advances in DNA technology finally make this possible. Joy was not the only one who suffered at the hands of this murderer. There is a woman who was also raped 1/2 mile away by the same MONSTER.
Governor Tom Wolf, you are the ONE person with enough power and independence in the state to put DNA testing decisions in the hands of a new agency that’s free from Chester with the case.

While Joys case isn’t being marked a cold case because of the old dna on file her case is DEAD. We need your help!

This is being done in Florida and Colorado with the help of their respective governors.
