Jillian Ludwig, an 18-year-old aspiring musician and a beloved member of her community, was struck down in the prime of her life. Her passion for music and the joy she brought to those around her will never be forgotten. However, Jillian's story ended tragically due to a violent criminal who was deemed incompetent to stand trial but was not involuntarily committed.

Our current legal system allows such individuals to roam freely, posing a significant threat to public safety. The National Institute of Mental Health (NIMH) reports that individuals with severe mental illnesses are over ten times more likely than the general population to be victims of violent crime (NIMH, 2016). Yet our system fails these individuals by not providing them with adequate care or protection.

We propose legislation that mandates involuntary commitment for violent criminals deemed incompetent to stand trial. This would ensure they receive appropriate mental health treatment and prevent them from causing harm while protecting innocent lives like Jillian's.

Jillian's story is one among many heartbreaking tales where innocent lives were lost due to this gap in our justice system. We must act now before more lives are lost needlessly.
