PETITION TITLE:
Justice for Javits Frimpong (15) — We Demand a Global Student March and 7 Real Safety Reforms
To: Mayor of New York City, NYC Department of Education, NYPD, MTA, New York City Council, Governor of New York
THE STORY:
Javits Frimpong was only 15 years old. A child. A student at TAPCo.
The community failed him. The system failed him. Bullying was ignored. Warning signs were missed. And now a mother is planning a funeral instead of a graduation.
Javits was not just a victim of gun violence — he was a victim of a broken system that does not protect our children. If we do nothing, we are telling every child that their life does not matter.
We refuse to be silent. We, the community, demand justice and change.
WE, THE UNDERSIGNED, DEMAND:
1. A GLOBAL STUDENT MARCH AGAINST GUN VIOLENCE
We propose one day where ALL NYC schools and institutions shut down for a citywide / nationwide student-led march against gun violence. Let the students lead. No classes, just conscience.
2. BAN SKI MASKS IN PUBLIC SPACES
Time and again, ski masks are used to hide identity during robberies, assaults, and killings. We demand NYC ban wearing ski masks in public, on public transport, and in stores, with clear exceptions for extreme weather and religious wear. We demand a citywide collection program.
3. FUND NEIGHBORHOOD WATCH AS A REAL PAID JOB
Safety cannot be volunteer-only. Put Neighborhood Watch on the budget. Create paid, full-time, trained, vetted community safety officers — one for every block who knows the kids on that block.
4. MANDATORY MENTAL HEALTH EVALUATION AND TRAINING FOR NYPD
We demand thorough, annual, independent mental health evaluations, de-escalation training, and trauma-informed youth training for all NYPD officers who interact with youth.
5. REAL SCHOOL SAFETY REFORM — ANTI-BULLYING AS CURRICULUM
We demand EVERY NYC school implement Anti-Bullying as a mandatory weekly curriculum from elementary to high school — teaching empathy, conflict resolution, digital harassment, and bystander intervention. Plus:
• Mandatory 24-hour anti-bullying investigation protocol
• Licensed mental health counselors and conflict mediators in every middle and high school
• Safe anonymous reporting boxes and hotlines
• Funded after-school youth centers and jobs
6. AI GUN & KNIFE DETECTORS IN ALL SUBWAY STATIONS
It is 2026. With AI, it shouldn't be hard. If airports have detectors, why not the subway where millions of our children travel daily? We demand the MTA and City install AI-powered weapons detection scanners at every subway entrance.
7. PAID FAMILY BONDING HOURS FOR WORKING PARENTS
If parents have no time, the streets raise the kids. We demand a city law giving every working parent/guardian of a child under 18 two (2) paid hours per week of Family Connection Time to be home, help with homework, and build relationship — with no loss of pay. Employers with 50+ employees must comply, with a city tax credit. Prevention is cheaper than funerals.
Javits should be alive. He should be in class.
