Justice for Inuit
Le problème
Dear and Honourable Premier Mr. François Legault,
Garnet's twin brother, Joshua, was shot dead by police officers on November 4th 2024.
David's son, Mark R., was also shot dead by police officers on May 6th 2025.
We would like to meet with you. We ask you to understand our personal, family, and cultural situations.
For several decades, the police and criminal justice system established by Quebec in Nunavik has been failing local citizens. And again, on July 17th 2025, another Inuk man was tragically shot to death by police.
Survivors of crime have not received the support to which they were entitled. Many fundamental rights of a majority of citizens have been infringed. This situation has long been widely denounced.
Therefore, with the support of Nunavimiuut and Qallunaat, we respectfully demand that:
1. Local police officers no longer carry lethal service firearms;
2. A public commission of inquiry and immediate reform be established on police and judicial services in Nunavik, from 2005 to 2025;
3. A Reconciliation Quebec team be created with immediate investments upwards of $250 million in services to citizens.
Knowing that you are committed to respecting human rights, defending public health, and strengthening the safety of all Quebecers, we assure you of our collaboration and determination to ensure that our three requests are met.
Signed in Salluit, Kangiqsualujjuaq, and Montreal,
Garnet Papigatuk
