Justice for HeeHaw: A Young Donkey Shot by Police — Demand Accountability!
The Issue
On August 30, 2026, HeeHaw, a beloved 15-month-old miniature donkey, was shot and killed by Cedartown Police Officer Trenton Garner in Cedartown, Georgia.
HeeHaw wasn't just an animal living on a farm. He was a cherished member of a family. His owner, Hannah Israel, bottle-raised him from infancy, nurtured him, and loved him like her own child. The photographs of them together capture a beautiful relationship built on love, companionship, and trust.
Animals are intelligent, emotional beings capable of forming deep and meaningful bonds with humans. For those who love and raise them, they are family. HeeHaw's death represents a devastating personal loss.
What happened that night raises serious questions that deserve answers.
Officers entered a fenced pasture at Elsberry Riding and Farm while searching for a missing 12-year-old girl.
According to the incident report, HeeHaw approached the officers, and Garner claimed the donkey charged toward them. A Polk County K-9 handler activated a Taser in an attempt to scare HeeHaw away. When the donkey continued approaching, Garner fired a single shot, fatally wounding him.
The missing girl was later found safe.
HeeHaw's owner disputes the justification for the shooting and has pursued a federal civil lawsuit challenging the officers' actions.
Was deadly force truly necessary against a 15-month-old miniature donkey? Were there safer alternatives? Could this heartbreaking outcome have been prevented?
These are questions that deserve serious examination, not dismissal.
Why Accountability Matters
A Georgia Department of Agriculture investigator reportedly concluded that Officer Garner's actions violated criminal statutes. However, Tallapoosa Judicial Circuit District Attorney Jaeson Smith disagreed with that assessment and declined to pursue criminal charges.
The decision not to prosecute does not eliminate legitimate questions about the officer's judgment, the necessity of deadly force, or whether departmental policies were followed.
Officer Garner has also sought dismissal of the owner's federal civil lawsuit, asserting qualified immunity. The civil proceedings are separate from the district attorney's decision not to file criminal charges.
HeeHaw's death deserves a thorough, transparent examination of the facts.
Law enforcement officers are entrusted with enormous responsibility. Their training should prepare them to assess threats, exercise restraint, and use appropriate alternatives whenever safely possible.
The public deserves to understand how an encounter with a young miniature donkey in his own pasture ended with a fatal gunshot.
What This Petition Demands
We call upon the appropriate local and state authorities to:
Conduct an independent review of the existing investigation, including the shooting, the use-of-force decision, and the available body-camera footage.
Provide greater transparency regarding the incident, the department's animal-encounter policies, and the reasoning behind the decision not to pursue criminal charges.
Determine whether officers followed applicable policies and training, and impose appropriate accountability if misconduct or policy violations are established.
Review and improve law enforcement training involving domestic animals, including animal behavior, de-escalation, safe distancing, and nonlethal alternatives.
Establish clear procedures designed to reduce preventable injuries and deaths involving animals during police operations.
HeeHaw Was Loved. He Was Family. His Life Mattered.
Imagine raising an animal from infancy, bottle-feeding him, caring for him every day, watching him grow, and developing a bond built on unconditional love and trust.
Now imagine losing that beloved companion during an encounter with the very people entrusted with protecting the community.
No investigation or legal decision can bring HeeHaw back to the family who loved him.
But his death can prompt important questions about accountability, restraint, and how law enforcement agencies handle encounters with animals.
HeeHaw cannot speak for himself. His story deserves to be heard.
We ask everyone who believes in transparency, responsible policing, and humane treatment of animals to support this petition.
Sign and share this petition to request an independent review, meaningful accountability where warranted, and stronger safeguards to help prevent similar tragedies.
