Among all the animals CARE rescued from this fire, Bbibbi and Daepoong likely suffered the most severe burns.

2. Strengthen South Korea’s Animal Welfare Laws and Their Enforcement:
This case underscores the urgent need to review and enhance existing animal protection legislation. Laws must impose stricter penalties for abandonment and cruelty, and they must be enforced consistently to ensure justice for victims like Daepoong.
