Mandate Humane Training and Non-Lethal Alternatives for Police in Dog Encounters

To the Chief of Police and City Officials of Hutchinson, Kansas,

We, the undersigned, are respectfully calling for a change in police policy regarding encounters with dogs. This petition is born from the tragic loss of a beloved family pet, who was killed by officers on August 20, 2025. This heartbreaking event, while a personal tragedy, highlights a wider issue that affects communities across the country.

Our goal is not to condemn police officers, but to support them by ensuring they have the best possible training and tools to handle difficult situations safely and humanely. We recognize the dangerous and unpredictable nature of their work and believe that modern, specialized training can protect both officers and the animals they encounter.

We urge our local law enforcement to take proactive steps by:

Mandating Specialized Training: Require all officers to complete advanced training in canine behavior, body language, and de-escalation techniques. This training should be modeled after successful programs like the Law Enforcement Dog Encounters Training (LEDET) curriculum developed by the National Sheriffs' Association.
Providing Non-Lethal Tools: Equip all patrol officers with non-lethal alternatives to firearms, such as catch poles, pepper spray specifically designed for animals, and other humane deterrents.
Fostering Community Partnerships: Create strong partnerships with local animal control, humane societies, and animal behavior experts to develop resources and collaborative response protocols for situations involving animals.
We believe that implementing these measures will not only prevent future tragedies but also strengthen the bond of trust between the community and our police department. Every life, human and animal, is valuable. Let the memory of these lost pets be a catalyst for a safer, more compassionate approach to law enforcement.
