The Issue
Petition for Accountability and Compensation from Dam Operators and Government Officials in Response to Cavite Flood Crisis
To: The Office of the President of the Philippines, National Irrigation Administration, Department of Public Works and Highways, and Local Government Units of Cavite
Subject: Demand for Accountability, Immediate Compensation, and Flood Prevention Measures for Cavite Residents Affected by Recent Flooding
Background:
On October 2024, heavy rains associated with Tropical Storm Kristine triggered the release of excess water from several dams across Luzon, including those affecting Cavite. The dam operators reportedly discharged water without giving local residents adequate warning. Coupled with this, the removal of riverside barriers by government authorities further exposed communities to flood damage. These actions and oversights have resulted in avoidable devastation—damaging homes, livelihoods, and tragically, claiming lives.
Our Demands:
Accountability and Transparency
We call upon the responsible dam operators and government agencies to publicly explain the decision-making process that led to the unannounced release of dam water, particularly during a known typhoon event.
An independent investigation into the coordination and risk management between dam operators, PAGASA (the weather bureau), and local government units.
Immediate Compensation for Affected Families
Dam operators must compensate families for the destruction caused by the unexpected water release, including repairs for homes, financial support for lost property, and support for families of deceased or injured loved ones.
Government authorities, especially those involved in removing but not replacing flood barriers, should provide reparations and rebuild flood protections in affected areas.
Implementation of Safety Measures and Policies
Mandatory, advance notifications for downstream communities before any future dam water releases.
Comprehensive flood defenses, including the reconstruction and reinforcement of riverside barriers that were dismantled, as well as additional flood mitigation infrastructure.
Enforceable policies to ensure that dams release water in a controlled manner prior to severe weather to prevent sudden overflow situations.
Long-Term Commitment to Community Safety
Local and national officials must work in tandem to enforce and improve the current flood protection standards.
We urge the National Disaster Risk Reduction and Management Council (NDRRMC) to establish community-based alerts and emergency preparedness drills to empower residents in flood-prone areas.
