An animal entering a building suggests a structural defect, or an insecure entrance.  Killing an animal because they enter a building doesn’t solve the issue.  While the cubs won’t imprint on humans, they will grow up with PTSD from witnessing humans shoot their mother.  They will also lose out on the cultural aspects of bearhood that are passed down matrilineally.  I would highly suggest changing your policy to allow the cubs and the mothers to be brought to a wildlife rehabilitation center together as a family unit.  This would reduce the time at the rehabilitation centre, and would allow the mother to regain natural behaviours in a safe setting.  The mother could be reevaluated to see if she can either be released with the cubs, or stay at the facility as a surrogate for accidental orphans.   Ontario allows bear rehabilitation of all ages.  www.bearwithus.org
