Before he died, there were repeated warning signs.
Medical professionals raised concerns. School staff noticed problems. Family members and others reported concerns. Child protection authorities were already involved. Law enforcement conducted a welfare check less than 24 hours before his death.
Yet despite multiple opportunities to intervene, Alexavier remained unprotected.
Today, we are asking Wisconsin to learn from those failures and strengthen the systems responsible for protecting vulnerable children.
Alexavier's Story
Alexavier J. Pedrin was only six years old.
Before his death, there were numerous documented warning signs involving his safety and well-being.
He had previously been hospitalized with a serious broken femur and other concerning injuries. A Child in Need of Protection or Services (CHIPS) case had been opened. School attendance concerns, visible indicators of neglect, and reports from medical professionals, family members, and community members raised repeated questions about whether Alexavier was safe.
On February 10, 2023, law enforcement conducted a welfare check at the home.
Less than 24 hours later—
On February 11, 2023, Alexavier was dead.
His death was later ruled a homicide caused by blunt force trauma.
Alexavier deserved what every child deserves:
Safety.
Protection.
A future.
A Pattern of Warning Signs
Alexavier's death was not the result of a single missed opportunity.

AJ Law proposes practical reforms designed to strengthen child safety and accountability.
Improve Communication Between Agencies
Require stronger coordination between child protective services, law enforcement, healthcare providers, schools, and other agencies when multiple concerns exist regarding the same child.
Recognize Patterns of Risk
Require documented risk assessments that evaluate repeated reports collectively rather than viewing each report in isolation.
Strengthen Educational Neglect Reporting
Improve reporting requirements when chronic absenteeism or other school concerns may indicate abuse or neglect.
Increase Transparency and Independent Review
Require meaningful review of child fatalities involving suspected abuse or neglect so systemic failures are identified and corrected.
Preserve Evidence and Public Accountability
Strengthen record preservation and accountability measures to improve transparency and support meaningful oversight.
Remove Barriers to Justice
Address procedural barriers that can prevent families from obtaining accountability when systemic failures contribute to preventable harm.
