The Issue
To: Major General Joseph E. Hilbert, Commander, 11th Airborne Division
Subject: Request for an Answer Regarding the Unjust General Officer Memorandum of Reprimand (GOMOR) Issued to 1LT Bria Feathers and Its Removal
We, the undersigned, call for a thorough review and immediate rectification of the unjust actions taken against 1LT Bria Feathers, a dedicated officer in the U.S. Army, who has been wrongfully reprimanded and faces career-ending consequences.
Background:
Incident and GOMOR: On 3 June 2022, 1LT Feathers was falsely accused of assaulting CW2 Brett Parran. In reality, she was the victim of assaults by Bobby Giles on 3 June 2022 and again on 16 July 2022. The investigations that followed were flawed, relying on the number of witnesses rather than the weight of the evidence, leading to an unfair GOMOR against 1LT Feathers.
Notably, the GOMOR was issued even after the investigation came back unfounded ( November 2022)
Investigation Flaws: The investigation was riddled with inaccuracies and omissions:
- Bobby Giles was interviewed 117 days after the incident, allowing ample time for him and CW2 Parran to collude.
- Evidence supporting 1LT Feathers was minimal and incomplete.
- The audio/video of Bobby Giles’ interview was not reviewed or considered.
- Key evidence, including text messages and witness sketches, were not included in the GOMOR evidence packet.
Violation of Due Process: 1LT Feathers did not receive crucial evidence until after the GOMOR was permanently filed, violating her right to due process.
Career Impact: As a direct and immediate result of the GOMOR, 1LT Feathers has been unable to promote to the rank of Captain, severely affecting her military career and future opportunities.
Assailant's Removal: Bobby Giles has since been removed from the U.S. Army, further highlighting the injustice of the GOMOR issued to 1LT Feathers.
Requests:
1. Justification for GOMOR: Provide a detailed explanation for the issuance of the GOMOR against 1LT Feathers, given the substantial evidence supporting her innocence.
2. Removal of GOMOR: Recommend to the Department of the Army Suitability Evaluation Board to remove 1LT Feathers' GOMOR, as it is wholly untrue and unjust.
3. Accountability for Assailants: Ensure that Bobby Giles is held accountable for his assaults on 1LT Feathers and that CW2 Brett Parran is held responsible for making false statements. Justice must be served without bias.
4. Support for Victims: Affirm the U.S. Army's commitment to supporting victims of domestic violence, ensuring that cases are handled with the utmost fairness and integrity.
