Rebecka's Law - toddler's remains found in acid bucket - protect the children NOW!

The Issue

Baby Rebecka's mother allegedly was on probation for child abuse.  She allegedly terminated her parental rights.  Despite this, on about February 14, 2019, toddler Rebecka, almost 3 years old, was found in her Laredo, Texas apartment decomposing in a bucket of acid.  Now, investigators are trying to determine what happened to this little girl.  How did a mother, with an alleged history of child abuse, who had allegedly voluntarily terminated her parental rights get access to little Rebecka?  

Unfortunately, there is currently no system in place in Texas to alert schools, medical providers, or law enforcement when a potentially dangerous parent whose rights have been terminated still has ongoing control over and access to a child who may not be able to protect herself.  In memory of sweet Rebecka, that needs to be changed. 

Rebecka's Law would do the following in Texas:

1) Allow a court to issue a "NO CONTACT" order when a parent whose rights have been terminated is still a potential danger to the child;

2) Make it a criminal offense to allow a child with a NO CONTACT order to be in the presence of the parent against whom the order is issued;

3) Alert law enforcement, medical providers, and educational personnel serving the child that there is a NO CONTACT order for the offending parent and to provide for mandatory reporting if the parent is seen in contact with the child.  

Please sign this petition, particularly if you are from Laredo, Texas to support such a law.  We will then take the signed petition to our Texas legislators to ask for their support in protecting innocent children from parents who have proven dangerous and have had their rights terminated.  Protect our children NOW.
