This is blizzard he is a horse that was on the road i live on, he was starved to death he passed away tuesday, he was only 4 years old and had NO health issues once so ever. the authorities will not step in and we are trying to get people too call Lee County, AL authorities to make complaints to get the owner to court. (a) A person commits the crime of cruelty to animals if, except as otherwise authorized by law, he or she intentionally or recklessly:

(1) Subjects any animal to cruel mistreatment; or

(2) Subjects any animal in his or her custody to cruel neglect; or

(3) Kills or injures without good cause any animal belonging to another.-
