A MAJOR PUBLIC SAFETY ISSUE TO US AND OUR FAMILIES The verdict of NOT GUILTY OF MURDER BY REASON OF INSANITY allows the murderer to be able to be released out in the general public without a criminal record.  This verdict allows the murderer to walk the streets, work alongside us, care for our loved ones in a child care setting, school and to care for our elderly without notifying the employer of their conduct. This disposition needs to be changed to GUILTY OF MURDER BUT INSANE.  The murderer would then have a criminal record.
