Amend the new regulation to allow Animal Charities without Shelters with a Zoological License in Spain to obtain Traces Certificates allowing their rescued animals to travel legally in the European Community

Amend the new regulation to allow Animal Charities without Shelters with a Zoological License in Spain to obtain Traces Certificates allowing their rescued animals to travel legally in the European Community
The Issue
As the new law stands no rescue organisation in Spain that does not have a shelter with a Zoological license can legally send their rescue dogs on a commercial transport to another European country. This means that Animal Charities will be restricted to re homing dogs in Spain. It is hard enough doing this work without the Authorities making things harder for people rescuing the many abused animals in Spain. Many of the dogs that are rescued are homed in other European Countries. To comply with the law anyone wishing to get Traces must pull their rescued animal out of a loving foster home stick them in Kennels for 2 days in Murcia many miles away. Do the Spanish Authorities wish to help us with this problem or hinder us. Do the authorities not think that these animals have suffered enough to put them through yet more trauma. Many of the dogs that are rescued come from Perreras where they have already spent 21 days.
