The Issue
𝐒𝐓𝐎𝐏 𝐏𝐑𝐈𝐕𝐀𝐓𝐈𝐙𝐀𝐓𝐈𝐎𝐍 𝐎𝐅 𝐀𝐏𝐇𝐄𝐂. 𝐏𝐔𝐒𝐇 𝐅𝐎𝐑 𝐆𝐎𝐕𝐄𝐑𝐍𝐌𝐄𝐍𝐓-𝐋𝐄𝐃 𝐑𝐄𝐇𝐀𝐁𝐈𝐋𝐈𝐓𝐀𝐓𝐈𝐎𝐍. Protect Public Power. Protect Mindanao’s Future.

We, the people of Mindanao and concerned Filipinos, strongly oppose any move to privatize the Agus–Pulangui Hydro-Electric Power Complex (APHEC) through Public-Private-Partnership (PPP), concession, IPPA, or other similar schemes. Join our growing Movement Against the Privatization of Agus-Pulangui Hydro-Electric Complex (APHEC).
This issue is not only about power generation. It is about:
• electricity prices
• public control over renewable energy
• Lake Lanao and critical watersheds
• Indigenous Peoples’ and Bangsamoro communities
• Mindanao’s energy security
• and the future of public accountability
Despite aging facilities and because of regular upgrading:
• electricity generation remained almost unchanged
• net income increased
• and APHEC continued generating billions in public income annually (more than 9 billion in 2024)
If Agus–Pulangui remains productive and profitable, why is privatization being presented as necessary? Experiences involving privatized and concessioned energy infrastructure have also raised concerns about:
• higher electricity costs over time
• reduced public control over strategic infrastructure
• profit-driven energy management
• and long-term transfer of economic benefits to private interests
We recognize that Agus–Pulangi needs rehabilitation and modernization.
But this can be pursued through public financing, phased rehabilitation, reinvestment of revenues, and improved collection of PSALM receivables — without surrendering public control.
We therefore call on Congress (the Joint Congressional Energy Commission), Power Sector Assets Liabailities Management Corp (PSALM), National Power Corporation (NPC), Department of Energy (DOE), and relevant government agencies to:
1. ENSURE FULL TRANSPARENCY AND PUBLIC PARTICIPATION
Suspend ongoing PPP, concession, IPPA, privatization, rehabilitation-operate-transfer, and similar processes involving APHEC pending full public disclosure, Congressional review, independent assessments, and meaningful public consultations across affected areas in Mindanao.
2. DISCLOSE ALL STUDIES, PLANS, AND FINANCIAL INFORMATION
Require NPC and PSALM to publicly disclose all rehabilitation plans, technical studies, World Bank-related studies, Multiple Option Studies (MOS), financial models, privatization proposals, receivables, liabilities, and the basis for pursuing private-sector participation despite APHEC remaining productive and income-generating.
3. PRIORITIZE PUBLICLY FUNDED REHABILITATION
Pursue phased and publicly funded rehabilitation under full public ownership, transparency, accountability, watershed protection, environmental sustainability, climate resilience, and people-centered governance.
4. PROTECT AGUS–PULANGI FROM PRIVATIZATION
Protect affordable electricity, Mindanao’s energy security, Lake Lanao and Pulangi watersheds, Indigenous Peoples’ and Bangsamoro communities, and support stronger legal safeguards — including proposed House Bills seeking to permanently protect Agus–Pulangi from privatization and privatization-equivalent arrangements.
