Stop the proposed housing development on Old Sarum Airfield

The Issue

Old Sarum Airfield is an important historical grass airfield with a supporting environmental and social role. It currently operates as a focus for the local and regional community in a diverse manner. It has an important pocket of open grassland ecology supporting many of our threatened wildlife species. This provides the only environmental corridor to the north of the city where over a thousand houses have been or are currently being built in the last six months. The area is frequented by dog walkers, cyclists, parachutists, range shooters, light aircraft and history enthusiasts to name but a few. This may be all be lost should the proposed development for over 470 houses be granted. When the Core Policy was developed for this area, it was stated that any development submission should include an "agreement and implementation of a development master plan, which delivers a high quality development that takes opportunities to enhance the historic environment and protects the amenity of existing residents". This is quite clearly being contravened in the latest plans to be unveiled.

Many people need to oppose this plan, the leisure flying pilots who may see their airfield close, the parachutists who already are blown into neighbouring houses and grounds, and the range shooters who may see their range close. BUT most importantly of all the many who remember and honour the generations of military personnel who have served in the past 100 years at Old Sarum. In the year of the centenary of the start of World War 1 should we really be threatening such an important monument to our armed forces?

Dear Mark and the supporters of Old Sarum Airfield Many thanks for writing to me regarding the future of the Old Sarum Airfield, and potential plans for development on the site. I have been aware of the local concern around this for some time, and it was first raised with me in September 2013 when I discussed it with Cllr McLennan. Recognising the historic significance of the WWI airfield, I wrote to the Minister with responsibility for Culture on the 4th of October 2013, stressing that English Heritage must remain closely involved and consulted as any plans develop. I said in my letter that it was not simply about the buildings, but about the character, appearance and rural setting of the site that make it historically valuable, and these must not be compromised by any proposals that come forward. However, the site was allocated in the South Wiltshire Core Strategy as a potential site for development back in 2009. As you may be aware, under the planning system put in place by the last Government, Wiltshire was expected to allocate land for 44,400 new homes: a target that local councillors and people knew was unrealistic. When we came to office, we abolished this system and the targets in it: local planning authorities are now responsible for determining them. The South Wiltshire Core Strategy is nonetheless still legally binding, but the land can only be developed on if it satisfies a number of criteria: - A long term proactive strategy for the enhancement of the Conservation Area including management plan and public access and visitor/interpretive material on its historic relevance - A high quality strategic landscape improvement to mitigate impacts of existing intrusive buildings, to soften impacts when viewed both from and out of and into the Conservation Area and from Old Sarum Scheduled Ancient Monument - The completion of a legal agreement (section 106) to agree reasonable controls over flying activity in the interests of the amenity of local residents - Submission, agreement and implementation of a development master plan, which delivers a high quality development that takes opportunities to enhance the historic environment and protects the amenity of existing residents - Retains and safeguards flying activity from the airfield - Provides community benefit for the Old Sarum residents When the Minister responded to my letter in November 2013, he replied that English Heritage had been invited by Wiltshire Council to be involved in the masterplan and ‘ensure that the special historic interest of the airfield is properly accommodated and its future secured’. I am also aware that a covenant exists with the MoD enabling them to use the airfield free of charge up to 150 times a year, and I wrote to Defence Ministers about this on the 11th of October 2013 to make sure the MoD was aware of this right and the potential implications on any planning application. However, I have today written to the Planning Minister to ask him what safeguards exist in national planning policy for sites of historical and environmental significance, in addition to those in the Core Strategy.
