Legislation to mandate insurance coverage for prevention and treatment of obesity in Texas
The Issue
Obesity and overweight are major heath problems affecting over two-thirds of Americans. The costs of obesity to Texas in 2009 were over $9.5 billion and this number is predicted to reach $32 billion by 2030 according to the Texas Comptroller. Obesity is the root cause of many of our most common and serious medical problems such as diabetes, high blood pressure, heart disease, sleep apnea and even many cancers. There are excellent preventative and treatment modalities available but more than half of the insurance plans in Texas do NOT cover obesity treatment. Among those that do, there are often separate higher deductibles and co-pays or waiting periods attached. Contrary to what some believe, obesity is a complicated multi-factorial disease and not a character flaw. It is recognized as a disease by our federal government (CMS) and the American Medical Association. All proven forms of therapy should be a covered benefit on equal footing as any other disease in every insurance plan. The state should also invest in programs to prevent obesity through education, community outreach, eliminating food deserts, and creating parks and safe places to exercise.
