Dear Attorney Cindy Chung,
Congratulations on your recent appointment as U.S. attorney for the Western District of Pennsylvania.
Below is the letter I sent to the DOJ Inspector General, Investigation Division, requesting an investigation of pulsed, directed, high-power radiowave (in the microwave range) energy assaults on me and on normal ordinary citizens, who are not a part of any diplomatic corps.
There are over 200 Pennsylvanians who have signed the PETITION (below), registering a complaint that this atrocious crime is happening and needs to be investigated.
In my case, the local Etna police department recognized https://www.muckrock.com/foi/etna-27363/police-officer-winchels-february-17-2012-report-concerning-the-use-of-illegal-frequencies-and-getting-a-spectrum-analyzer-to-measure-them-30936/ that I was being assaulted with “high-power radiowaves”, when I first reported it on Friday, February 17, 2012, but failed to investigate. Since then, due to their outrageous harassment, I realized it is they that are using this weapon on me, as surreptitious retaliation. These are felony criminal assaults with this deadly microwave directed energy weapon.
As a result, my health has been compromised and has deteriorated, my property vandalized and destroyed and my pets tortured, along with me. This is no way to live.
We ask that all 94 DOJ prosecuting attorneys conduct investigations and Grand Jury Hearings regarding this indescribably heinous crime. No one should have to live like this. No one should have to endure this! No one!
Please contact me as to how to move forward and the next steps to prosecute this outrageous crime.

RE: Microwaving normal, ordinary, law abiding people, who are not diplomats, spies, soldiers or federal employees.
In a recent Associated Press article, it is reported that the State Department has acknowledged that normal ordinary, law abiding citizens are also experiencing the effects of the intentionally beaned, pulsed and directed, high-power radiowaves, i.e. microwaves, and are been tortured in their own homes, at places of employment, etc.
I really appreciated the acknowledgment, as we are suffering terribly.
I have called Attorney Steve Kaufman, Western District of Pennsylvania, at least a half dozen times. I never got to talk with him and the promised return calls by his assistants, never materialized. Someone in the office finally told me to contact the DOJ Inspector General.
We have a big problem. These pulsed and directed high-power radiowave assaults are rampant and have reach epic proportions. I never could have imagined that such an atrocious crime like this, could ever happen in the United States of America. Of course, this is happening all over the world, as evidenced by the emails I get and the signatures to our PETITION.

We are asking for
1. Joint Congressional Hearings on the use of these weapons
2. 50 State Attorney Generals to set up dedicated phone lines to safely report this crime, without retaliation or prejudice
3. the 94 Federal Judicial District Prosecuting Attorneys order investigations and schedule Grand Jury Hearings, to bring the criminals who are perpetrating these crimes to justice and bring relief to the thousands of normal, ordinary, law abiding citizens, who have been enduring these heinous, extrajudicial, surreptitiously meeted out assaults.
This is BULLYING on steroids, No one should be suffering like this. No one!
As a side note, it appears that law enforcement are involved in a lot of our cases, as is in my case (some with military background and training), who have gone rouge. It has become their most heinous retaliation and revenge tool. Two weeks ago, they illegally broke into my home, wanting to drag me out of here, to silence me. Thanks to having an attorney’s phone number handy, they left without me. But it was another federal crime, that their smug hubris has emboldened them to try to use, to denude and strip me of my freedom and voice. This was one of their many attempts to terrorize and frighten me.
Please contact me, as people are looking to me to help them, since I composed and posted the PETITION on change.org. Since I am not advertising, I am certain, the 7,264 signatures are only the tip of this iceberg. We need help. Please mobilize and put our requests into action.
