Dear Mr O'Sullivan,

As Highways England's CEO you have a statutory duty to ENSURE, so far as is practicable, that you KEEP the motorways (and some of the trunk roads) on your network CLEAR of litter and refuse. (Environmental Protection Act S89). 

This includes the verges and slip-roads of the A40 shown in the above video  - which did not even get into your worst 25 litter hot-spots! 

As evidenced by road users at Have your say much of your network it seems is defaced by litter - in sharp contrast to the highways in the rest of Europe.

Mr O'Sullivan, please:

• Stop shaming our nation
• Comply with your statutory duty.
• Start by prosecuting the operators of waste transport vehicles who allow their loads to spill onto your network.
