However, an 'in-house' service may not be the panacea that people make out; often these services are as unmanageable as a private contract in their use of 'arm's length management'. It would not guarantee that felling of healthy trees would stop; the council could say that protests would be unreasonable as they are no longer in league with a company doing it 'for profit'. That's one to watch.
