Allow shelters to waive stray holds for suffering animals!

The Issue

The current SC law requires Animal shelters to hold strays for at least 5 days, even those suffering and not receiving proper medical care. I want to change that, Neo was at Anderson County P.A.W.S for 7 days, Neo had a 7.7 pound tumor on his head and was receiving no medical care. When I met him he could not even hold his head up to eat and drink, it was clear he had not been cared for in a long time! I would like the current law to be amended to allow immediate transfer to humane organizations, if the facility cannot offer adequate medical care. After the seven days Neo was rescued by Anderson County Humane Society and his tumor was removed. Please sponsor Neo's law and end the suffering of countless animals in open intake facilities.         SECTION 47-3-60. Disposition of quarantined or impounded animals. (A) After any animal has been quarantined pursuant to South Carolina Rabies Control Act and is unclaimed by its owner, after the animal shelter employees have made a good faith effort to contact the identified owner as required by Section 47-3-540, the animal shelter employees, unless the animal must be kept pending disposition of a criminal or civil trial involving the animal or unless a hearing on the disposition of the animal is held prior to the trial, may dispose of the animal by adoption or by euthanasia or the animal may be turned over to any organization established for the purpose of caring for animals, such as the Humane Society. (B) After any animal has been impounded for five days and is unclaimed by its owner, and after the animal shelter employees have made a good faith effort to contact the identified owner as required by Section 47-3-540, the animal shelter employees, unless the animal must be kept pending disposition of a criminal or civil trial involving the animal or unless a hearing on the disposition of the animal is held prior to the trial, may dispose of the animal by adoption or by euthanasia or the animal may be turned over to any organization established for the purpose of caring for animals, such as the Humane Society. (C) Complete records must be kept by shelter officials as to the disposition of all animals impounded.
