Elmer Givens Jr. has now been charged for the 3rd time since December 2019 for animal cruelty and animal fighting charges. In December of 2019, officers confiscated 48 dogs. In October 2020, another 36 innocent dogs were confiscated from the property. And this week, March 2021, another 23 dogs were taken into custody. This totals 107 dogs confiscated in 15 months. Even though the county fully knows this man's behavior, the arrest only took place after an anonymous tip that he had not stopped.

Givens was already facing 58 counts of first-degree animal cruelty and 16 counts of second-degree animal cruelty when the most recent arrest took place. The past 2 arrests have both resulted in releases even after Givens reportedly told officers something to the effect of "there are going to be dogs back here again tomorrow," and "I'm not afraid of jail. I've been to jail, and as long as you ain't charged me and convicted me, I'm going to do whatever I want." He was permitted to own up to 5 dogs after the first two arrests (WHAT?). Officers found evidence of a breeding program and dog fighting. Prosecutors wrote that "several of the dogs were reluctant to walk, and had to be carried to the exam stations." We are disgusted by the county's unwillingness to convict this monster on day 1.

We are demanding that Pierce County Prosecutor, Mary Robnett, take full action against Givens. It is repulsive that this man has continued to break the law and get away with such disgusting behavior. He is unwilling to change and must be held accountable for his actions. He is currently being held on $150,000 bail, but once he posts he will be released under the conditions that he cannot own or breed any dogs (as if he cares) and must not leave the Puget Sound area. The next hearing is 3/30, with trial currently set for 4/22/2021 given that it does not get pushed out allowing him more time to be free to do as he pleases.

The county's failure to hold this man accountable in the past is the reason we have innocent dogs suffering the most extreme neglect and abuse imaginable. It should only take one dog to know this man doesn't deserve to see the light of day again - not 107. Pierce County is not going to continue to be silent on this issue. Please join us in showing the county that we will hold them in accountable in holding our citizens accountable.
