Community Voices on Character References in the Case of Richard James Schueler, a.k.a. Richard Heart and reportedly Deniz Kaya

Richard Heart (legal name Richard James Schueler), founder of HEX, PulseChain, and PulseX, is currently detained in Turkey following an Interpol Red Notice requested by Finland. Finnish authorities have investigated him as a suspect in aggravated tax fraud (covering roughly June 2020–April 2024, with alleged unpaid taxes described by police in the hundreds of millions of euros) and a separate 2021 assault allegation involving a then-16-year-old. A Finnish court previously ordered him remanded in absentia. The U.S. SEC’s 2023 civil case against him and the projects was dismissed in full in 2025 for lack of jurisdiction; the SEC did not refile. As of early November 2026, no court has convicted him of any offense—he remains a suspect/detainee facing ongoing proceedings, not a convicted defendant.

In the current Turkish detention and related proceedings (and any potential extradition or Finnish process), judges and courts routinely consider character evidence. Supporters in the HEX/PulseChain community have been organizing and submitting positive character references and letters of support on his behalf. Many other people in the broader community—including investors, observers, and those familiar with the projects’ history, marketing, and outcomes—believe the opposite is true and that negative character evidence, patterns of behavior, and real-world impact are far more numerous and relevant. There is currently no formal, organized, or official channel for that opposing perspective to reach the same judges.

This petition exists to create that channel. It is a public record of people who want courts considering character evidence to also receive and weigh substantial negative character references, accounts of harm, and concerns about the defendant’s conduct and the consequences of his projects. The goal is simple balance: if positive letters from supporters are being collected and presented, the large number of people who have a different experience or view should have a practical way for their input to be seen by the same decision-makers.

Signing does not require claiming knowledge of the specific Finnish tax or assault allegations. It is a statement that, in a process where character is being put before the court, the full spectrum of community experience—not only the organized positive campaign—deserves to be part of the record. The petition will be directed toward the judges and legal processes currently handling the matter so that the positive-character submissions do not stand alone.

We are asking for your signature to help ensure the court sees the complete picture rather than only one side of the community’s experience.
