A neighbor shot and killed J.J. who was barely 20lbs and a pup. The neighbor was only ticketed as, according to the police, Arkansas Animal cruelty laws were repealed in 2009. I ask that the Animal Cruelty Laws of the State be observed and if truly were repealed to be put back into place. There is no just cause of the abuse or murder of the defenseless. I ask that you acknowledge these two parts of Arkansas Animal Cruelty Laws; 5-62-113 " law enforcement officer may make an arrest under the Arkansas Rules of Criminal Procedure and bring before a court or magistrate having jurisdiction any person alleged to have violated this subchapter" and 5-62-103 "a person commits the offense of cruelty to animals if he or she knowingly: (1) Subjects any animal to cruel mistreatment; (2) Kills or injures any animal owned by another person without legal privilege or consent of the owner" I also request that while reviewing J.J.'s case you think of all animals neglected or abused or murdered for the many excuses people have provided for doing so to those that are helpless. Please help bring justice for J.J. and all other animals in Arkansas who do not deserve to suffer at the hands of people.
