To require health insurers that require prior authorization for the interhospital transfer of a newborn infant or such newborn infant's mother to establish and maintain a manned, twenty-four-hour telephone number for the issuance of decisions regarding such prior authorization requests. The Parkers were blessed with twins and a due date of 3/6/16, but their little boy and girl had other plans and arrived 12/23/15. The Parkers were out of town and the babies were born in Connecticut but home is Virginia. William Daniel passed away on Christmas Eve and Karigan Marie is fighting to be a part of this world.
