İztuzu Kumsalını Kurtarma PlatformuDalyan, Ortaca, Mugla, Muğla, Türkiye
Feb 3, 2015
Sevgili İztuzulular, (You can find the English version below) Sizlerin olağanüstü desteği ve 67 binden fazla imza sayesinde İztuzu bugüne kadar özel şirketlere verilmedi, yapılaşma olmadı, yavaş yavaş kurumlar İztuzu’nda “önce doğa” demeye başladı. ---------------------------------------------------------------------------------------------------------------------------- Dear signatories, Thank you for your massive support for our petition to stop privatisation of Iztuzu. So far over 67000 online signatures have been collected. In our legal fight, temporary court decisions of stay of execution have been given. The latest good news has just come from Muğla 2nd Administrative Court, which ordered a temporary stay of execution of Prime Minister’s approval regarding the transfer of 14 facilities including İztuzu to MUÇEV. We are not done yet, though; as our legal fight continues, we call upon DALÇEV company to listen to what the masses say. We have just started a new petition to urge the company’s British investors to withdraw from this project: NO to UK funding of Iztuzu privatisation! Now, we ask for your continued support. Sign this petition as well, share it with friends, and save İztuzu! Also read the English text below to see how you can support us by writing a letter to British MPs. ---- To the UK signatories of our petition: Dear Sir or Madam, On behalf of the Save Iztuzu Beach Platform, I would like to thank you for signing our petition. To increase the pressure on the two British investors, we ask you to send a letter to the MP of your constituency. You can download a sample letter, which you can customise by filling in your personal data and those of the British MP representing your To contact a British MP, you need to do the following: Go to http://www.parliament.uk Put in your postcode, constituency name or MP's name (if known) Up will come details about your MP, his/her mail address and web site. Send the letter to his/her mail address. If a number of British signatories are willing to do this, the relevant Minister and Ministerial department will have to deal with it. It would increase our chances of convincing Mr. Malcolm Gray and Mr. Charles Bentley to withdraw from a venture, which could cause great damage to Iztuzu "Turtle" Beach. İKUP, the Save Iztuzu Beach Platform Example text you can send to MPs. Dear ____________________ MP. I live in your constituency and wish to bring an important matter to your attention. I am a frequent visitor to Dalyan in Muğla, Turkey and own/rent a home there. One of the real delights of this area is Iztuzu ‘Turtle’ Beach. This beach is a real gem of unspoilt tranquillity in a country where commercialisation of beaches is on the rise. Due to its ancient Kaunian salterns, it is included in the World Heritage Tentative List. Most importantly, the beach is a prime nesting site for the Loggerhead turtle, a 95-million-year-old species categorised as 'endangered' on the IUCN Red List. After a campaign to stop development on the beach initiated by June Haimoff (MBE) and supported by David Bellamy, the area was given a protected status as the ‘Köyceğiz-Dalyan Special Environment Protection Area’ in 1988. Over the past 15 years, the local municipality has been responsible for the care and maintenance of the beach. Revenues from sunbeds, cafeteria, parking, etc. were reinvested in the conservation of the beach. Local residents were happy with the outcome, supporting the local municipality. In June 2014, without prior consultation of the municipality, residents and NGO's, beach management was transferred to a company called DALÇEV after a ʻtelephone tenderʼ. The main shareholders are two British business men, Malcolm Robin Gray and Charles Bentley. At no point, have any of the interested parties been informed about the future plans or -most importantly- how the turtles' habitat is to be protected. Nor have concerned parties been provided with a tender document, outlining this. The majority of Dalyan residents and local NGO's are against privatisation, and are supported by over 65 000 Iztuzu lovers world-wide who signed the petition of the Save Iztuzu Beach Platform (İKUP) to reverse it. İKUP represents no fewer than 22 local, regional and national associations and foundations! The Ortaca municipality has filed lawsuits to fight the legality of the tender and the legitimacy of MUÇEV, the foundation that conducted the tender on behalf of the Muğla Governorship and Directorate of Environment and Urbanisation. As a result, there have been 3 subsequent stay-of-execution orders, the most recent dated 25 December 2014. In the night of 29/30 December a group of 15 including DALÇEV's Turkish shareholders nevertheless forced themselves past the road barrier and raided the beach by car. Fortunately a digger and two tractors with generators could be stopped by local residents. How can one rely on a private company that says it will protect wildlife there but tries to raid the beach with a digger at night despite a legally imposed injunction? The nightly raid is in direct contravention of environmental rules of the beach, restricting accessibility between 8 pm and 8 am and forbidding vehicle access altogether. The British shareholders insist they will preserve the beach and protect its wildlife, but have not given any specifics. The question arises how DALÇEV intend to obtain a meaningful financial return. Proceeds from parking receipts, hiring sunbeds, and the cafeteria are unlikely to achieve this ... Priority at Iztuzu beach is environmental protection, not money! Therefore, Iztuzu should not be regarded as the sort of beach you can just rent to any profit seeking private company. It would increase the risk of undermining environmental protection. The ultimate issue is to protect and enhance the Loggerhead turtles' habitat. Once this is damaged or lost, the future of these wonderful ancient creatures is at stake. This is why I am writing to you as my Member of Parliament. Britain has a ‘Bilateral Trade Agreement’ with Turkey and there are certain expectations contained therein. The recent behaviour of the Turkish government with regard to Iztuzu beach, hardly meets these standards. Worse still, the majority of the investment is coming from the UK. Whilst the British government is not in a position to ‘tell’ the Turkish government what to do, they can raise serious concerns and point out: this is in direct contradiction to the ‘rules’ that have been established about the way business should be conducted. Also, is there anything the government can do, with regard to the British investment? We only have one chance to protect and enhance the environment for the Loggerhead turtles. As your constituent I am asking that you intercede on my behalf and raise this urgent matter with the relevant Minister and/or Ministerial department. I look forward to hearing from you. Yours faithfully Name of sender
