The Combatting Antisemitism, Hate and Extremism Bill 2026 is being pushed through as fast as they can. So the government has given a 2 day public submission period - submissions close today Thursday 15th Jan at 4pm.

We urge you to submit your concerns about the bill before 4pm today! Submissions to bills really matter and this bill is dangerous in many ways.

We have included talking points and it's really important you personalise it if possible. Your submission can be one line, or quite long. Or it can be "pictures or short videos. There is no set format for submissions. Submissions can contain facts, opinions, and recommendations. They can address some or all of the terms of reference. Submissions should draw on your particular knowledge or experience of the issues." Everything counts!

Things to consider

  • Does this bill do a good job at separating antisemitism from critiquing Zionism and critiquing the state of Israel?
  • The public consultation period is less than three days. Is this a sufficient amount of time for a bill with this much influence on migration, religious freedom, and criminal law?
  • The bill includes a racial vilification offence that applies only to certain protected attributes and contains narrow, selective defences. How do you feel about singling out "hateful conduct" towards certain groups of people, rather than treating "hateful conduct" towards any person or group equally?
  • Do you know of any evidence that increasing police powers in this way would reduce the likelihood of another tragedy occurring?
  • The proposed regime for listing “prohibited hate groups” grants the executive arm extraordinary power to criminalise membership and association, while explicitly excluding procedural fairness. Do you agree with this?
  • How do you feel about pre-emptive charges based on what a "reasonable person" would feel?
  • How do you feel about "expanding powers to allow for cancellation or refusal of visas" based on conduct a person might engage in?

The proposed legislation aims to further criminalise hateful conduct, expand powers to allow for cancellation or refusal of visas and set up a national firearms buyback scheme. The Bill contains five schedules of amendments:

  • Schedule 1 contains amendments to legislation regarding criminal law
  • Schedule 2 contains amendments related to migration laws
  • Schedule 3 contains customs amendments
  • Schedule 4 contains amendments to firearms-related legislation
  • Schedule 5 contains transitional rules.

There are strict rules on the form and content of a submission.

DO:

  • be prepared solely for the purposes of the inquiry
  • not have been published anywhere else
  • be relevant to the terms of reference
  • be received by the committee before the due date
  • include the name, postal or email address, and contact number of the person or organisation making the submission.

Your submission: "can address some or all of the terms of reference. Submissions should draw on your particular knowledge or experience of the issues.

Useful submissions make a clear argument, contain recommendations for action, and provide sources for any references."
