At Tynwald Wednesday 19th May MHK for Douglas Central Good evening. ��
I attended the public gallery at Tynwald today to give a little moral support to Chris Thomas MHK for Douglas Central represented domestic gas consumers by presenting a motion to Tynwald
Mr Thomas presented his motion to Tynwald excellently and explained each part excellently and the motion was in 5 parts as follows.
"23. Gas pricing and regulation
The Hon. Member for Douglas Central (Mr Thomas) to move –
That Tynwald:
a. notes the petition of Mr Barry Murphy to the Chief Minister, Treasury
Minister, Minister for Policy and Reform and Mr Thomas MHK
[PP No 2021/0048] requesting that Honourable Tynwald Members insist that
the Cabinet Office impose regulation on Manx Gas immediately and that
Treasury repay the refunds/rebates promised for 2020 and 2021 amounting
to an average of £100 per household per each financial year;
b. welcomes the decision by the Council of Ministers in February 2021 that it no
longer wished to negotiate a gas regulation voluntary agreement;
c. acknowledges Manx Gas’s decision to cease billing and to refund 2015 Gas
Regulatory Agreement under recovery charges since the termination of the
agreement on 31st December 2020;
d. reaffirms its call for rebalanced pricing of gas for all customers since the
beginning of 2020;
e. endorses the Roadmap to Regulation laid out in the Communications and
Utilities Regulatory Authority Gas Sector Regulation Document (Number:
05/21) published April 2021 as part of the transition to better regulation in an
improved regulatory framework; and
f. calls for clarity on the principles and timeline of a climate change just
transition for users of gas by September 2022."
There followed an amended motion presented by the Policy and Reform Minister Mr Harmer. I had a very strong feeling that there would be an amendment. In summary the amended version was approved and it resulted in roughly the following.
Part A which is the demand from the public to Treasury cannot, due to Tynwald legislation, be voted on as a motion but is treated as a prayer or a wish effectively. The Government as part of that prayer will honour its part of the rebate agreement and I think the amount is approximately £35 per annum per customer for years 2020 and 2021. I am unsure if there is a way to enforce Manx Gas to do the same but will find out very soon. I intend to ask Manx Gas on behalf of this group.
Part B is already effectively in place once CURA was implemented as a regulator early this year, so effectively B is simply recognition of that
Part C was a recognition that Manx Gas has agreed to pay back the regulatory adjustments since 2015. I will chase the OFT on this matter on the groups behalf. The amounts are minimal. It's a principle matter really
Part D was a discussion relating to gas bills moving forward and it was noted that the low cost of the Governments own gas bills is a real matter of concern. I have already raised this issue with the OFT and they are looking into the evidence.
Part E was approving the roadmap and consultation details published last week by CURA
Part F had an agreed date put on it which I think is early next year.
All in all it was a good day. Rubber stamping our achievements so far and apart from the final requests to Manx Gas brings my part of the campaign to an end.
