The current Dog Breeding Establishment Act 2010 has no limit on the number of bitches that can be held in a commercial breeding establishment. This has allowed puppy farms in Ireland to thrive, leading to a crisis in animal welfare. In 2014 ten dogs a day were euthanised in Irish Pounds. This has also led to a shameful reputation for Ireland as the Puppy Farm capital of Europe.

We, the undersigned hereby ask for the follow amendments/inclusions to the Dog Breeding Establishment Act 2010:

1. A maximum limit of 20 bitches to be allowed at any one breeding establishment
2. There should be a staff/dog ratio of 1 staff to every 6 dogs (including puppies). This could be enforced and monitored by reviewing employee records. This would allow for 1 hour ten minutes of contact time per 8 hour shift for each dog. 
3. Inspections should be able to be carried out at any time and not just on a pre-arranged basis
4. The breeder of a puppy be liable for any vet costs incurred as a result of bad breeding practise and/or poor health screening during the first year of the dogs life.
